PARTE I: Investigar cómo funciona un concurso público, esto es información pública. Dar un contexto de la inversión que ha habido en alguna comunidad concreta, poner contexto de Smart Cities o IoT. Hacer un Business Case de los ámbitos de actuación de Cataluña que esto también es información pública.
PARTE II: La resolución técnica de una licitación, que puede ser de expediente cerrado, antiguo o incluso otra área por ejemplo de un proyecto Standard de desarrollo donde se deberá realizar la planificación y proposición de una solución con tipos de perfiles (Jefe de Proyecto, Arquitecto, Analista...) y herramientas a utilizar, metodologías (Scrum , Agile, ITIL').
 
Overview (resum en anglès):
The following project is part of the collaboration in the engineering and technology consulting company, ALTEN, within the department of public sector projects at national level.

The main objective of this project consists of two parts. The first part is theoretical, where a study is made of the investments and trends in the ICT sector in Spain in recent years, and subsequently, also in a specific autonomous community. It also details the entire bidding process of a public body, from the moment the project is published and the specific requirements, until it is awarded to a specific supplier.
It also identifies the different projects that are tendered in the public sector, by way of classification.
Finally, this part includes many of the key concepts involved in project management, for the subsequent analysis of a project tendered by a public agency.

The second part is practical, where a detailed response to a specific public bid is given, formulating a technical proposal. This proposal includes the analysis of the requirements of the specifications, both technical and economic.
For the resolution of the technical proposal, research is done on the roles involved in a software project, tools used, methodologies... to be able to respond to all the requirements that are requested in the breakdown of the score of each offer that can be made by the different suppliers.

Finally, a global vision is given about the planning and adaptation of solutions to the problems of public organizations. In addition, the knowledge learned both theoretical and practical knowledge is discussed, highlighting the key tools to address projects in technology consulting and project management.
